Heat oil in a large skillet over medium heat. Add ground beef, chopped onion, and garlic. Cook until the beef is browned and fully cooked.
Add salt, black pepper, and chili powder. Pour in 1 cup enchilada sauce and stir well. Let it simmer for 2 to 3 minutes.
Lay tortillas flat and spoon a portion of the beef mixture into the center of each.
Roll each tortilla tightly and place seam-side down in a greased baking dish.
Pour remaining 1 cup enchilada sauce over the enchiladas. Sprinkle shredded cheese evenly on top.
Bake in a preheated oven at 375°F (190°C) for 20 to 25 minutes, or until the cheese is melted and bubbly.
