Build Flavor
Turn the Instant Pot to Sauté mode. Add olive oil. Brown the beef stew meat in batches until lightly seared on all sides. Remove and set aside.Deglaze Properly
Pour in about ½ cup of beef broth and scrape the bottom thoroughly with a wooden spoon to loosen any browned bits.Add Remaining Ingredients
Return the beef to the pot. Add potatoes, carrots, onion, garlic, tomato paste, remaining broth, salt, pepper, paprika, thyme, and bay leaf. Stir gently.Pressure Cook
Seal the lid and set the Instant Pot to High Pressure for 35 minutes.Once cooking is complete, allow a natural pressure release for 15 minutes, then carefully release any remaining pressure.Thickening the Stew (Optional)
In a small bowl, mix cornstarch with cold water until smooth.Set the Instant Pot to Sauté mode.Stir the slurry into the stew and simmer for 2 to 3 minutes, stirring gently, until thickened.
